CT SAVIN is a notification service, not a complete permanent history. CT DOC Victim Services warns that once an offender discharges and completes the Connecticut sentence, future notices do not continue for that individual unless post-incarceration supervision such as probation is part of the sentence and is violated. If the person later re-enters the criminal justice system, the user must register again.
Data timing is another limit. CT DOC says the public offender search is fed nightly from OBIS and that status can change quickly. A VINELink notice and a DOC screen may not update at the same moment. Police-only custody can leave no DOC offender record. Youthful Offender and ICE-held persons are excluded from the DOC database under its published caveats, which can also change where a search must go.

VINELink does not track federal prison records. BOP explains that a past Release Date with no facility listed means the person is no longer in BOP custody, while “RELEASED” as the location carries the same basic meaning. That federal result still may be followed by supervised release or custody elsewhere.
